You can't "block telnet", since telnet is a low-level way to connect to
a server on a specified port. You need to block the port in order to block
telnet, and that would block anyone trying to use your server.
Instead, many SMTP servers require authentication before they'll do
anything useful. They'll also have further restrictions on addresses from which
they will relay mail. But you can always connect via telnet.
