I have a resolve on this. For anyone in the same boat, it seems that an update to the latest SP2 runtimes only did a partial update. It did the vfp9.exe but not the other 2 runtime files which remained as the earliest SP2. Updating those files has solved all problems including being unable to create databses and the like. Al
