Sure. Look at California. Tons of businesses left California to go to Texas where there is no state income tax. Texas created most of the jobs over the last two years, not because Texans are superior. but because their tax codes and regulations are the most business-friendly in the country.
Multinational corporations take their money to other lower-tax countries.
