I haven't made up my mind yet to what extent the Neo-conservative Bush
Administration was responsible for 9/11, and its aftermath. Let's look
at the possibilities:
1) The wars occurring today in the ME were planned back before, 1996
when the PNAC (eg Project for a New American Century), website was
launched. 9/11 was the planned pretext used to launch the wars.
2) The Bush Administration was aware of the coming 9/11 attack, but
decided to use it as a catalyst to launch wars in the ME, rather than
thwart the attack.
3) The Bush Administration was caught complete unprepared for an
extremist attack, like the one that occurred on 9/11, but later decided
to use the attack to unite the country by terrorizing the American
people into going to war in the ME.
4) The Bush administration was completely incompetent in safeguarding
our country against an attack like the one of 9/11, and subsequently
divided the country in wars in the ME with failed policy that the
American people were told would Democratize the ME, making America a
safer place.
Which one was it Bob?

Again, if you believe that the hypothesis of the film to which you
linked is plausible, there is no way you can believe it's a "small
group of extremists". Such a plot would take so much logistical
support to pull off, and it would all have to go so perfectly, that
the magnitude of the cabal cooperating in the deceptions would have to
be, well, the entire federal government (including the so-called
'opposition') and several other world governments to boot.
I don't for instance see any way you can argue that the Clintons are
anything more than puppets of the Bushes, if you believe all that
stuff.
Your average political extremist is full of opinions, spouts them off
freely and openly (usually hoping vainly to persuade somebody of
something), but has precisely zero influence on what happens in
government, even down to what day of the week his trash is collected.
Just look at me and Bill!

It's the 'pragmatists' who get anything done, and they are usually
ideologically neutral, focused solely on being in power, which usually
just requires promising free beer (or some policy-wonk
equivalent)---never the kind of thing the maker of that film portrays.
Of course you can apply the "Who Benefits?" question recursively to
the filmmaker---who benefits if this horrible truth becomes known?
It's much easier to make a plausible "shocking" piece of political
propaganda, a "politics of personal destruction" hit piece if there
ever was one, than it is to pull of such a complex operation,
particularly for a government that wasn't even on its feet yet and had
so many enemies inside the ranks of the very agencies whose complete
and hermetically sealed cooperation would be required.
