I have set the PC to download automatically and then once they are
ready, to prompt me.  A while back I noticed the WGA patch and said
'don't you dare, and don't ask me again'.

I'm not too fussed about the machine downloading the patches and then
asking because they are relatively small.  I am just happy that patches
are still getting downloaded.

MS can go stick their 'dial home' programme up their behind. <g>

Sounds like you've got Windows Update set to Download but ask to 
Install...which sounds like what it's doing, so even though you told it 
not to INSTALL that patch, it still DOWNLOADS it anyway.  It's asking 
you AFTER the download; not BEFORE the download.  (...which seems liked 
a wasted download....why download it if you don't want it?)
