Sounds like you've got Windows Update set to Download but ask to Install...which sounds like what it's doing, so even though you told it not to INSTALL that patch, it still DOWNLOADS it anyway. It's asking you AFTER the download; not BEFORE the download. (...which seems liked a wasted download....why download it if you don't want it?)
