There's not a lot more to read. In essence, unless the client helo is
too bit to fit into one TLS-record layer packet the length in the client
hello is 4 bytes less than the length of the containing record, but here
the difference is 2, which I don't know how to explain. Not relevant to
your issue, just a tangetial oddity.

No tool. Just known structure of the TLS handshake packet.
