Checking https://multirbl.valli.org/lookup/38.45.66.54.html yields other listings, sometimes with reasons: "Spamtrap hit" another listings ( https://matrix.spfbl.net/38.45.66.54 ) shows: "This IP was flagged due to misconfiguration of the e-mail service or the suspicion that there is no MTA at it."
