No.  After all, both have the same default.  But also note that the
reason there are two parameters is precisely to discourage anti-social
tinkering with the defaults to raise the lifetime of idle connections to
remote servers.

The intent is to discourage changing these, so a better answer to your
question is perhaps to suggest that you don't consider changing either
parameter, and then you don't need to ask. :-)
