Assuming you are correct then you still gain nothing with this
setting, and if you are not correct then it will cause you to
downgrade potential encrypted connections to plain text. I know
someone will likely argue with me, but I can really think of no valid
reason to set this.
my point of view is
port 25 should support all tls versions
port 465 and 587 can be minimal tlsv1.2
and last point, postfix always disconnect if tls is failing, so imho no
failback is supported

if postfix should support failback its need code changes
