Those are the right questions, but perhaps the OP should consider the errors fortuitous, and forgo blocking by TLD. Few if any TLDs consist entirely of abusive domains. For example, ".xyz" is probably a poor choice to block (as are the rest to various extents). Focus on client IP reputation and message content. -- Viktor.
