This occurs on submission port 587 (STARTTLS) and smtps port 465 (TLS).
Since deinstalling the update no submission errors have occured:
- Update KB5018418 on Windows 11 (verified)
- Update KB5018410 on Windows 10
This issue is resolved by update KB5018496 for Windows 11 22H2 x64:

We've had to deploy this to a bunch of Win10 machines that broke a
business voice/video app. We don't use Outlook, but the symptoms
were essentially the same; unexpected TLS failures after the
previous update.
Microsoft lists the fix as a Cumulative Update Preview, so I
expect/hope it will be included in the scheduled November update.
