If the IP is one that you manage, you can submit a de-listing request with Microsoft. However, this process might take 3-5 business days to complete.

They usually ask for the a copy of the bounced reply.

Otherwise, you might need to use a commercial service to get your messages delivered, such as mailersend, sendgrid etc.
