That's exactly what my webmilterd will do. It is supposed to talk to a backend
HTTP API, but the API is structured in a way that works with some JSON/YAML
files
in the local filesystem just as well.
What I was describing has nothing to do with an HTTP API. I would not
want to have a feature that required an HTTP server in order to operate
it properly.
