Your choice of words "should not" leaves me to assume you are guessing because it ends up working anyways. However I'm wondering if it tries, fails, then tries again until it finds the public IP. Even with the end result being the same, I would still rather remove an inefficient behavior of trying and failing. But for easy of management if custom IP's in configs aren't needed I would prefer to not have to set it.
