MIME content transfer encoding is described in: https://datatracker.ietf.org/doc/html/rfc2045#section-6 published almost 28 years ago. You need a mail user agent (Mutt, Pine, Elm, Thunderbird, Mail.app, ...) that was updated to support MIME some time in last 28 years. A large fraction (like most) of email messages are MIME encoded, that's just how it is. -- Viktor.
