All the above looks like a poor implementation chasing the wrong
problem. If you want actual help, clearly explain what *real* problem
this is intended to address.
In these military times it is apt to distinguish between strategy,
operational goals and tactics. So while the operational goal may
be misguided and the tactics flawed, for real help at least the
strategy needs to be clear.
