If you look at the test results (the link above), you can see that most
of the monitoring nodes in Moscow can reach the site just fine, but
there are more nodes in other cities that do experience the issue. It
looks like my IP address is definitely affected, though, since I tried
different browsers, devices (including my Android phone), rebooted etc.
- no luck. But it doesn't seem like the whole country is being blocked.
