We also see in the logs that postfix keeps checking for modified config files and if it finds an updated config then automatically reloads itself.

No.

Postfix processes (other than master, qmgr, tlsmgr, and to a lesser degree pickup) usually only run for a short while each and must load the configuration each time that they are launched.
