No.
There's no way to know any recipient until there's a RCPT command, by
which time some milters will have already been called multiple times. It
is possible to disable per-IP because that's known before SMTP is
started.
If you need to change how a milter acts based on a recipient, you need
to do so in the milter itself AND probably also handle splitting
envelopes and re-injecting multi-recipient messages
