I thought that the context here is SMTPD policy delegation protocol.

Not at all.

ONE access map query can return only ONE action.

ONE policy service query can return only ONE action.

There is no differemce.

Of course, you can query an access map MULTIPLE TIMES, just
like you can query a policy service MULTIPLE TIMES.

But in all cases, ONE QUERY can return only ONE ACTION.
