Does the OP really have to go through this and write scripts that monitor
the state of VPN interface and change the Postfx config appropriately?

Someone already mentioned here that if OP is relaying his mail through a
smarthost reachable only via VPN, then Postfix should probably keep all mail
in queue until that smarthost is available.

So there's a question to OP: do you relay your mail through a smarthost
behind your VPN? If no, is it possible for you to do it?

In that case, you wouldn't have to worry about monitoring your VPN state.
