It works exactly as Wietse pointed out. Set bounce_size_limit high
enough and you get the full original message appended.

When testing, I always get the headers only with a bounce. How do I get
the full message sent with the bounce?
Specify a large enough bounce_size_limit.
If you disagree, provide concrete evidence:
- "postconf -n" evidence that the bounce_size_limit is set to some
value X.
- logfile evidence that Postfix receives a message of size Y less
than X.
- logfile evidence that Postfix returns a smaller message than Y to
the sender.
