The logs show that postfix examines the recipients before the milter is given the chance to see them. I have a milter that detects certain RCPT patterns harassing a domain name and will discard (not bounce) the mail,

does the milter see those invalid recipients at all?

but that code cannot be reached because postfix will bounce for a bad recipient before the milter sees anything,

bounce? Don't you mean reject instead?

and /all/ bad-recipient email is bounced. That is undesirable.

by bounce I usually assume that the mail is accepted and then DSN is sent
back.
the common behaviour is to reject the recipient/mail in which case sending
bounce is up to the mail client.
Abusers won't bounce.

discarding the e-mail may be fine instead, but only for valid recipients.
