They don't say which blacklist actually triggered, but I checked that IP
and it's listed on the Spamhaus PBL. This Spamhaus sublist is made up
of IP ranges that have been manually submitted by the ISP that operates
them as IP ranges that should never emit direct-to-MX email.
Checking further with Spamhaus:
"
Outbound Email Policy of WWZ Telekom AG for this IP range:
It is the policy of WWZ Telekom AG that unauthenticated email sent from
this IP address should be sent out only via the designated outbound mail
server allocated to WWZ Telekom AG customers. To find the hostname of
the correct mail server to use, customers should consult the original
signup documentation or contact WWZ Telekom AG Technical Support.
"
So, by your provider's explicit policy, you are not allowed to do what
you are trying to do. Use your provider's outbound mail server, ask
your provider about a static IP, or arrange for a private VPS to handle
your outbound mail via authenticated port 587.
Note that this has nothing to do with anything you've set up for your
own incoming email.
