No, that's not what we're saying at all.  What we're saying is that this
isn't the real issue and someone has confused the real issue with what
they perceive as a solution.  Without knowing the real issue that they
are trying to solve here no one can say whether this is the right
solution or not, but this "solution" is sufficiently strange to make it
seem to be unlikely to be the best solution to the problem that you have
not revealed.

Find out from the customer what the actual problem is that they are
trying t solve here and we can very likely give you much better ideas of
how to solve it.
