It is the minimal_backoff_time. I.e. if the server cannot accept
connections, don't waste resources beating up a dead horse.

If the "Connection refused" happens more than once, then mail will
be deferred more than once, and each time the backoff time is
doubled.

Why don't you fix the "Connection refused" error?
