This seems to be working.

I don't understand how it is bypassing LDAP lookups though.

The right-hand side is required, but its contents are ignored. See 
http://www.postfix.org/DATABASE_README.html#lists

You'd have the exact same problem with non-LDAP database types:
hash, btree, mysql, ...
