The manpage for each daemon documents which parameters it implements.
See qmgr(8), smtp(8), ...
Also by the time a delivery agent is given a message to deliver it
is clearly too late to do rate controls. Rate controls belong in
the scheduler, which in Postfix is qmgr(8).
