As documented, postscreen will redirect a bad client to its internal
SMTP engine, in order to log the client, helo, sender and recipient
for forensic purposes (why did your server block my email? Here's why).

While it is doing that, it will also turn on after-220 tests, because
it is going to read those commands anyway, and might just as well
collect some additional forensics so that you can see how bad that
client was.
