Bad form to reply to myself, but I’d like to clarify. I now think that the 
whitelist was NOT overriding the post screen_access.cidr REJECT rule, merely 
that I hadn’t blocked as wide of a subnet as I figured I did. Still, I’m 
curious if it’s possible to manually edit that cache database at all.
