At that stage you don't know who the recipients are (if there's
more than one).  You need a policy service that is called for each
recipient and then finally at end of data.

I can't say what problem you're seeing, but your configuration
appears to incomplete, and will not behave correctly with
multi-recipient mail (since you won't have any recipient data
to work with in that case).
