Most likely early 2016 as usual. Postfix is generally released
once a year, typically early each year.
If there's a patch release of 3.0 in the mean time, it will likely
include the changes to support Linux 4.x. That liable to be sooner
than 3.1.
If you're building from source anyway, the changes to add LINUX4
support are cosmetic, they just recognize LINUX4 as equivalent
to LINUX3. Go ahead and update your source.
