There is nothing special about message modifications by one program
that prevents them from be modified/deleted by other programs.

I can assure you that there is no promise in the documentation that
message modifications by one program are somehow immune against
change by other programs, besides the gross hack so that Milters
can't observe the MTA's own Received: header.
