It didn't. Some other factor (e.g., path or load problems with HE's nameservers) is the real culprit. Google's DNS lookup paths are overly sensitive to resolution delays. This isn't usually a problem, except they hard fail on no reverse DNS and don't differentiate false negatives. That turns a transient DNS issue into a hard point of failure. Literally nothing you can do will fix that. The problem seems to be limited to their IPv6 hosts, so forcing IPv4 is a known workaround.
