he just takes the src.rpm from RHEL upstream and rebuild it
That is true but respect where it is due there are a number of RHEL
bugs found in CentOS where patches are pushed upstream to RHEL by the
CentOS devs and then when they are accepted released back into CentOS.
There is a lot more to CentOS than rpmbuild -ba <some_package>.
