Somewhere between sender and receiver is a network with a smaller
MTU, and the sender is not receiving the ICMP "fragmentation needed"
messages. Only small packets are coming through.

Just to give a follow up the problem was resolved on their part using a
mangle firewall rule to clear the DF bit or so they say , anyway my
problem is solved
