I had the problem come up again (still no unbound in /proc/mounts,
though), and it definitely seems to be logging related (that is, testing
sending something to 'logger' hung, and restarting rsyslog fixed the
problem). Anyway, that gives me a lot more to work on in terms of fixing
this.
