The master(5) default for chroot is "y", but that means nothing.
Postfix ships with a master.cf with "n" in the chroot column.
Debian changes that default.  We get the complaints here.

Yes.  Blame Debian.

To be fair, if you follow Debian's instructions, their scripts 
populate and maintain the chroot.  So blame Debian users for their 
failure to read Debian's documentation.

But you are right; it's not a good idea.
