Where exactly it says PERMIT?. He is not using smtpd_helo_restrictions.
The default configuration was smtpd_recipient_restrictions =
permit_mynetworks, reject_unauth_destination
You didn't seem to have problem with that. Just when I suggested him to add
one extra lookup table for recipient check you are pointing this out. You
can start the new thread about how default configuration is extremely
dangerous. Just don't hijack this this one.

The link you have given is specific to configuration where
check_helo_access evaluated before reject_unauth_destination.
Condition specified in the example is not the same here.
