While there's no enforcement of the "rule decisions" only principle,
this could change in the future.   I'd like to suggest that this
principle be take seriously, if nothing else it makes the configuration
easier to understand.

If we encourage the same (be it relatively uncommon) opportunities
for accidental open-relays into the relay restrictions, that we
have in the recipient restrictions, we don't get anywhere.
