This is exactly what it appears to be, mbox locking problem. However
Frank says this host is a mailhub, which typically means no local
delivery, but delivery to a downstream mailbox server(s).

Frank, why are you delivering mail to a local mailbox on a "mailhub"?

If this isn't a "mailhub", but a mailbox server, switch to maildir to
avoid locking problems. Or, you could hack it up and only use maildir
for these problem accounts, requires virtual mailboxes, etc.
