Your locally installed DNS server does not work as you expect.
No, it is working precisely as expected given its intentional
configuration. As I said in the first message in this thread, it is
intentionally refusing to speak to a specified list of name servers,
using the BIND "blackhole" option. Any query which requires answers from
those servers returns a SERVFAIL result.
