classic webmail has to look in a mailbox

at usual secondary mx servers leave mail in
queues to send it to the primary when its up again

queues are no mailboxes

there is a limited queue gui in webmin/postfix ( which is not webmail ! )


shot in the dark , some way could be
station your mailserver with mailboxes at some central place with good
lines , do not use classical backup mx, use redundant setup with your
mailserver with i.e loadbalancer etc,  if outbound ( internal
)mailservers exist on bad lines let them download mails via pop3 with
days staying copies on the mailbox server

but for sure there many ways to layout such setup
you need to think whats best on your side, i know some other setups
but there are simply not really clean, working with catch alls etc
