It can do the things u need and much more.
have a look on http://policyd.sf.net/
dont reinvent the whhel.

As documented at http://www.postfix.org/OVERVIEW.html, the pickup
daemon handles mail that is submitted with the Postfix Sendmail
command.
The difference between SMTP and non-SMTP Milters is documented in
http://www.postfix.org/MILTER_README.html
It looks like you use a content filter that re-injects email with
the Postfix sendmail command. In that case, Miltering the mail a
second time is probably not a good idea.
