No. You can a) Specify a forward_path that does not include the UNIX home directory, and move all .forward files there (leaving behind a symlink so that users can still edit their own file). I expect that a root-owned directory would suffice. b) Use a transport map and delivery agent such as virtual(8) which does not support forwarding. That requires a bit of scripting to generate the virtual_mailbox_uid/gid/maps files from /etc/passwd.
