Specifying an empty value does not make the parameter go away.
Many parameters can heva an empty value. Some even have it as
the default.

To remove all instances of a parameter:

Before:

/etc/postfix/main.cf:
  policy_time_limit = foo
  policy_time_limit = bar

Command:

# postconf -# policy_time_limit

After:

/etc/postfix/main.cf:
  #policy_time_limit = foo
  #policy_time_limit = bar
