I did a little more messing around with this. The problem seems directly related to the OS that's running on the machine. When I use either postfix or telnet to connect on a machine running CentOS or an older version of Fedora it does not work correctly, however if I use a Windows or a machine running Fedora 16 is works fine. I tried the different machines on the SAME IP address. However as this seems to be more OS related than postfix (as it is effecting when I telnet to port 25 as well) I will move this over to an OS list.

However even from the outgoing machine I can complete the telnet SMTP conversation, I Do not get any errors after EHLO, MAIL, RCPT, DATA, etc and was able to send a message through it, just doesn't give that 220 right away unless I send some other input after making the connection.
