For my vacation is different, from the man page:

-tN Change the interval between repeat replies to the same
sender. N is the number of days between replies. Default is one week.

Infact, my command line is

/usr/bin/vacation -t0 -r claudio

 vacation -?
usage: vacation [ -I | -i | -l ] [ -F ]
or: vacation [ -j ] [ -a alias ] [ -f file ] [ -h hostname ] [ -tN ] [ -r ]
login

So, is not this the problem, i think...
