Yes, the check should be after permit_mynetworks and
permit_sasl_authenticated.  Something like:

smtpd_client_restrictions =
  permit_mynetworks
  permit_sasl_authenticated
  check_reverse_client_hostname_access regexp:/etc/postfix/fqrdns.regexp
